An monitoring policy to guarantee recycling quality

Intro logistique & traitement

After 15 years of building a high added-value industry and following the integration of more and more diverse stakeholders in collection, regrouping and transport operations and treatment processes, a single monitoring policy for all ecosystem operators was created and implemented, regardless of their area of business or type. 5 principles, the basis of ecosystem’s monitoring policy, were established.

For example, the principle of the industry’s quality guarantee is a “founding principle for the industry in general and in particular for ecosystem. This is at the heart of the relationship of trust between ecosystem and the general public who participate in the industry’s development regardless of whether they are household or professional products.

This is achieved by depollution in order for the industry to achieve a high level of quality and for secondary raw materials to be produced without causing impacts to health or the environment: this principal gives substance to our “recycling is protecting” signature (health, environment, resources).

Other principles such as progressiveness, streamlining of requirements or adjustments according to the level of environmental risks of fractions are included too.

The requirements specific to each business (collection, regrouping, transport, treatment) have been reviewed and the monitoring tools updated, standardised and adapted. Contracts are also being gradually adapted so as to integrate the requirements that are specific to each business in the industry in order to guarantee the quality of the operations undertaken.

Waste recovered from the construction industry with DÉMOCLÈS

Each year, in France, the construction industry produces 46 million tonnes of waste, the majority of which comes for demolition and refurbishment operations (42 million tonnes). Amongst this waste, it is estimated that 11 million tonnes of non-structural construction waste (non-hazardous non-inert waste) are produced, the current recovery rate of which is estimated at only 30%. Between 200,000 and 300,000 tonnes of WEEE can be found in this construction waste.

DÉMOCLÈS, the collaborative platform co-funded by the ADEME and ecosystem, was born out of this observation. Its purpose is to improve the waste prevention and management of non-structural construction waste from major refurbishment and demolition sites. DÉMOCLÈS unites a large number of partners representative of project owners, project supervisors, works companies, waste management operators and industrials driven by one goal, that of recovering/recycling non-structural construction waste in a circular economy approach rather than disposing of it.

In 2021, within the context of a call for projects co-financed by ecosystem and the “ADEME, 50 project owners” received assistance to change their practices in regards to the circular economy and the management of waste at major demolition/refurbishment sites. The numerous candidates were selected at the end of 2021 on the basis of their commitment and their sectoral and local representativeness.

In addition to the 50 project owners in the call for projects, DEMOCLES continued its mission in 2021 to promote best practices for a more circular management of construction waste by organising 4, experience-sharing webinars in which 200 people participated each time:

  • 9 March: Product, materials and waste assessment: How can this be used when drafting contractual documents?
  • 18 May: At my construction site: what best practices should be implemented in order to better recover products, waste materials?
  • 20 July: Which treatment systems should be used to recycle plaster and PVC (rigid or flexible)?
  • 28 September: Reuse: which levers can be used for deploying this on my construction sites?

Providing support for end-of-service life eco-design

Being in daily contact with recycling operators, we provide support to producers right from the design phase on all the challenges related to end-of-service life in order to anticipate the choice of materials, substances and assembly that foster quality recycling.

Updating the platform entirely dedicated to eco-design

In 2018 a platform for producers had already been included on ecosystem’s website. It enables producers to improve and better design their appliances for a more environmentally-friendly end-of-service life. It is freely accessible here.

This platform contains regularly updated written content and videos for a better understanding on how recycling works. Tools and media are made available to producers to help them in their eco-design activities (best practice information sheets, LCI data, REEECYC’LAB) as well as making it easier to access different documentary resources and information on regulations and standards that are of interest for eco-design.

The integration of WEEE recycling CO2 emission factors in the ADEME carbon database

We developed Life Cycle Inventories for the end-of-service life of electrical and electronic equipment, information that is necessary for modelling the end-of-service life of equipment in LCAs (life cycle analyses). This year, in line with this work, we contributed to the ADEME-managed  working group on CO2 emission factors specific to WEEE recycling for integration into the ADEME’s carbon database.

These emission factors are used by various stakeholders in order to carry out GHG  (greenhouse gas) balances and for their extra-financial reports.

 

Raising awareness and rallying producers

Webinars on eco-design in partnership with Pôle Eco-design

In partnership with Pôle Eco-design*, ecosystem launched a cycle of webinars on the eco-design of electrical and electronic equipment focusing on the new life of products and materials. In total, 6 webinars took place on various topics: the integration of recycled plastics, chemical recycling, the environmental review of our activities, what becomes of eco-materials in the industry, the removal process of hazardous substances from WEEE, etc. At each session around one hundred participants took part. All our webinars are available on replay on our Youtube channel:

  • Participation on 6 July 2021 in a Think Tank on the Life Cycle Analysis of lighting systems, organised by the Axelera Competitiveness Cluster, Pôle Eco-design and Cluster Lumières in order to present our LCI for the end-of-service life of electrical and electronic equipment.
